Source 来源: “Supervisory Modernization After Silicon Valley Bank,” a speech by Federal Reserve Vice Chair for Supervision Michelle W. Bowman, October 14, 2026, at the Bangkok Economic Festival, Reinventing Bretton Woods Committee, Bangkok, Thailand (full text 全文链接). U.S. government work — public domain

In March 2023, Silicon Valley Bank (SVB) collapsed — one of the largest bank failures in U.S. history. In 2026, Vice Chair Bowman commissioned an independent review of the failure and of the Fed’s own supervision; its preliminary findings, released this month, depart sharply from earlier official accounts. In this excerpt she argues that the core problem was neither a social-media run nor regulatory “tailoring,” but the supervisors’ failure to act in time — and sets out the accountability questions a modern supervisory organization must answer.

Thank you for the invitation to join you today. It is good to be with you to discuss ensuring that the global financial system is positioned to adapt to the changing economic environment. The pace of change has been brisk. Our financial system is evolving rapidly. Therefore, it is important that we periodically review our regulatory and supervisory frameworks to consider how to best keep pace with that evolution.

Today, I will discuss three related aspects of supervisory modernization. First, I will describe some lessons learned from a newly released independent assessment of the failure of Silicon Valley Bank (SVB) about the importance of timely supervisory action. Second, I will discuss how the Federal Reserve is enhancing our supervisory effectiveness so that decisionmaking authority is clear and examiners are more accountable for taking timely action. And, third, I will describe how modernization can improve the work of supervision around the world, including under the direction of standard-setting bodies like the Basel Committee on Banking Supervision (BCBS) and the Financial Stability Board (FSB).

The failure of SVB in 2023 is a case study with critical lessons for bank supervisors at home and abroad. While prior reports on SVB provided important information, they were produced on an expedited basis with a limited scope and failed to comprehensively address important data related to the failure. As a result, these reports were incomplete and perpetuated a number of unreliable conclusions. That is why, earlier this year, I commissioned an independent review of the bank failure and the Federal Reserve’s related supervision. The review closes prior gaps and corrects important misimpressions regarding SVB’s failure. Its preliminary findings substantiate difficult but important critiques regarding Federal Reserve System supervision failures to act in a timely manner and to communicate actionable guidance to SVB.

A central finding is that supervisors had information about SVB’s major vulnerabilities many months before its failure but did not make appropriate use of it. Frontline examiners, risk and surveillance specialists, and Reserve Bank and Board staff knew about SVB’s exposure to interest rate and liquidity risk at least as early as nine full months before the Federal Deposit Insurance Corporation took the bank into receivership. The review concludes that long-standing uncertainty about decisionmaking authority and the lack of clear accountability impeded timely decisionmaking.

The preliminary review also corrects earlier mischaracterization that social media was to blame for the run on SVB, and that the Fed’s failure to act was caused by statutory tailoring or regulatory changes. Instead, the report notes long-standing problems in supervisory accountability and decisionmaking as the most significant contributors to the failure to issue timely critical enforcement actions related to core risks.

While supervisory decisions must be grounded in evidence, legal authority, and judgment, the impact of supervisory decisions is only effective if delivered in time. When supervisors note vulnerabilities as they emerge, banks have more options and flexibility to course correct. At the point when weakness emerges, a bank can often gradually reduce exposure, strengthen its liquidity position, improve contingency planning, or raise capital under normal market conditions.

But where supervisors perpetually delay communication or action—to continually wait for additional evidence, more concurrence, or another committee meeting—supervision bogs down and loses effectiveness. Timely and efficient action is key to successful supervisory outcomes.

The review notes that supervisory attention at SVB often centered on process, procedure, governance, and controls rather than on mitigating the underlying interest rate and liquidity exposures. SVB had 54 matters requiring attention or immediate attention between 2019 and the time of its failure, yet none of those supervisory findings required the bank to address its core financial risks. In other words, a supervisory organization can be extremely busy and still fail to focus sufficiently on the risks that matter most. It can issue many findings, require firms to spend significant time and resources on remediation of less important process-related issues, and devote enormous resources to governance and process while failing to compel action on the vulnerabilities most capable of threatening the institution’s existence.

A supervisory culture of timely action must also be paired with clear roles and responsibilities so that supervisors are empowered to act. The independent review describes uncertainty within the Federal Reserve System about decision rights and lack of accountability across the supervisory system. In our structure, different groups identified risks, many others were expected to concur, and yet no individual clearly owned the obligation to reach a decision and propel action.

A modern supervisory organization needs clear answers to the basic questions of: who owns the decision to move forward? Who has authority to act? Who is accountable for ensuring that a material risk is addressed? And when different parts of the organization disagree, who is responsible to resolve that disagreement and keep pressing forward?

🔍 Key Sentence Patterns

1. be positioned to adapt to the changing environment —
原文:… ensuring that the global financial system is positioned to adapt to the changing economic environment.
解析:be positioned to do = 处于能够……
The banking system is well positioned to absorb further credit losses.

2. The pace of change has been brisk —
The pace of change has been brisk.
Issuance in the AI infrastructure bond market has been brisk this year.

3. is a case study with critical lessons for …
The failure of SVB in 2023 is a case study with critical lessons for bank supervisors at home and abroad.
解析:case study + lessons for sb 是政策复盘的标准框架句;at home and abroad = 国内外,固定表达。
The 2023 banking stress is a case study with critical lessons for liquidity risk management.

4. produced on an expedited basis with a limited scope —
原文:they were produced on an expedited basis with a limited scope and failed to comprehensively address important data.
解析:on a/an … basis 是官方文本高频状语框架(on a case-by-case basis / on a voluntary basis);expedited = 加急的。
The assessment was completed on an expedited basis ahead of the committee’s deadline.

5. had information … but did not make appropriate use of it — 掌握了信息却未善加利用
原文:supervisors had information about SVB’s major vulnerabilities many months before its failure but did not make appropriate use of it.
解析:make use of = 利用,中间插入 appropriate 表程度;had … but did not … vulnerabilities(脆弱环节)是金融稳定领域高频词。
The committee had early warnings about funding concentration but did not make appropriate use of them.

6. supervision bogs down and loses effectiveness —
原文:where supervisors perpetually delay communication or action …, supervision bogs down and loses effectiveness.
Without clear escalation channels, risk reporting bogs down in committee.

7. can be extremely busy and still fail to focus on the risks that matter most — 可以极其忙碌,却仍未聚焦最关键的风险
原文:a supervisory organization can be extremely busy and still fail to focus sufficiently on the risks that matter most.
解析:can be X and still fail to Y 让步结构,点破”忙碌≠有效”的悖论,是本期最值得背诵的金句;risks that matter most = 真正要紧的风险(matter 作动词)。
A central bank can be extremely busy and still fail to address the risks that matter most.

8. no individual clearly owned the obligation to reach a decision and propel action —
原文:different groups identified risks, many others were expected to concur, and yet no individual clearly owned the obligation to reach a decision and propel action.
解析:own the obligation/responsibility = 承担义务(own 表”归属责任”是治理语体核心用法);propel action = 推动行动。and yet 转折收束,直指问责真空——本段三连问(who owns…? who has authority…? who is accountable…?)
Many committees reviewed the risk, but no individual owned the obligation to act.

🗣️ How to Practice

  1. 盲听两遍 Blind listening:不看文稿听两遍,重点抓数字与年份(2023、nine full months、54 matters、2019)和否定判断信号(did not make appropriate use / failure to act / none of those findings)。
(Who owns…? Who has authority…?
54 matters between 2019 and failure / nine full months before receivership / the failure of SVB in 2023——监管文本的数字常与时间状语捆绑出现,笔记时一并抓取。
